When weather turned on Lake Tahoe the afternoon of June 21, 2025, the recreational vessel Over the Moon faced a perfect storm of cascading decisions and missed safety measures that would ultimately claim eight lives.
Nearly a year after the tragedy near D.L. Bliss State Park, newly released investigative reports from the El Dorado County Sheriff’s Office paint a grim picture of what went wrong. The documents, obtained by CapRadio through a Public Records Act request, reveal that despite Amy Friduss distributing life jackets to everyone aboard after conditions deteriorated, nobody else put theirs on immediately. As waves grew to 8-10 feet and marble-sized hail collected in the boat, the group attempted to bail water using a Yeti cooler—but with what deputy Matthew Grey described as“no sense of urgency.”When the vessel capsized around 2:57 p.m., only Friduss and her mother, Julie Lindsay, were wearing personal flotation devices. Remarkably, no distress calls were ever made from the boat.
The human toll cuts deep. Among the eight victims were Joshua Pickles, 37, a DoorDash executive and co-owner of Over the Moon, his father Terry Pickles, 73, and seven others ranging in age from 63 to 72. The group had set out to celebrate Paula Bozinovich’s birthday, departing Tahoe City around 10:40 a.m. with clear skies and light winds. But by 2 p.m., conditions shifted dramatically. Joshua Pickles, identified as the boat’s operator, had“limited experience operating this vessel,”according to investigators. As he attempted twice to return to Homewood Marina, winds intensified, rain poured, and the water temperature hovered at a deadly 54 degrees. His engine stopped between 50 and 100 yards from the shoreline, leaving the Over the Moon to drift helplessly as waves washed over its sides.
What makes the tragedy even more haunting is what investigators found when the vessel was salvaged: one life jacket and an infant life vest still in their original packaging, along with five additional inflatable personal flotation devices stored away unused. The choice to not immediately don life jackets, combined with the absence of any emergency communication, created a sequence of moments where intervention might have changed everything. A hiker named Michael Ernst witnessed the capsizing and watched several people scramble for life jackets“unfortunately, not everyone was able to get one.”
The National Transportation Safety Board’s investigation remains ongoing, though its preliminary report, issued last July, mirrors much of what the sheriff’s office documented. There’s no evidence of a hull leak, grounding, or collision—just a sudden weather shift, limited operator experience, and a crew that didn’t prioritize the safety equipment at hand. Two people made it. Eight didn’t. For those left behind in Rochester, New York; Redwood City; Auburn; and Honeoye, it’s a reminder that Lake Tahoe’s beauty masks genuine danger, and that the difference between survival and tragedy can hinge on seconds and choices made in panic.
