Bay Area Man Sentenced in CHP Captain Murder-for-Hire Case

When a marriage dissolves, things can get messy. But what happened in this case crossed into territory that few could have predicted: a multi-state murder plot that left one man dead and ultimately claimed another life through suicide.

Thomas O’Donnell, a Bay Area man, faced sentencing this week after a jury convicted him earlier this month of orchestrating the 2022 murder of Michael Harding. The case is unusual not just for its scope—spanning California, Tennessee, and Kentucky—but for the people involved. Michael Harding was in the process of divorcing CHP Capt. Julie Harding when prosecutors say he was hired by his estranged wife to carry out the killing.

Here’s how it unfolded: Michael and Julie Harding had relocated to Tennessee as their marriage deteriorated. Prosecutors alleged that Julie reached out to O’Donnell, who they describe as an“amateur hitman from California,”to handle the situation. On September 19, 2022, Michael was lured to a vacant home listed for sale on Glasgow Road in Burkesville, Kentucky, with calls and texts posing as requests for his HVAC services. That’s where he was killed.

The tragedy didn’t end there. After Michael’s death, Julie took her own life in Tennessee, leaving behind a sprawling case that law enforcement had to piece together using phone records, text messages, and testimony from her coworkers who described her behavior as increasingly erratic in the lead-up to the murder.

O’Donnell’s defense argued something interesting: that while he was part of the plot, he never actually intended for Michael to be murdered and that there was no concrete proof the killing would happen. Prosecutors countered that the evidence overwhelmingly pointed to premeditation and O’Donnell’s central role. Jurors agreed, recommending a sentence of 20 to 50 years in prison—a substantial span that will be finalized at sentencing.

This case serves as a grim reminder of how personal disputes, when left to fester without resolution, can spiral into unthinkable violence. For the Sacramento area, it’s a local tragedy that touched law enforcement and shattered families across state lines.
